forum promotion and marketing?

does anybody here own a forum? i need some help promoting mine and bring in some traffic and members. can anybody give me some tips and tricks how to market forum successfully?

my forum already has some content. although not much at the moment but i think its ready for promotion.

    4. SUbmit directory like bersama.info or mahikhanonline.com

    Use things like the forums on craigslist, and also their classifed site to advertise your forum.

    also get some posts in there with some decent content, that wil help it to start getting indexed..

    If you have good content they will come
