In real life there is no difference. The advertising department has managers and creators. They all work together. They often do the same job.
For the university, the creators have only one thing to do and that is to dream. If they can dream up an effective slogan or campaign, it might make $Millions of dollars for a company.
The management would primarily be concerned with getting new “accounts”. They are not only creating ads, they are finding customers to hire them to make ads. They are managing the entire business of “marketing”. Which would encompass much more than the “creative” people.
