I was going to argue for ‘B’ (see below) but wikipedia seems to pick ‘C’ (quibble over the term wealthy)
The bread and the entertainment may not be truly free but may be subsidized. This is still the case today in many countries. The prices of staple foods are kept artificially low by the Government and entertainment can be provided through state support media or sponsoring of cultural and sporting events.
B. The junk food and TV made cheaply available by the American government to keep people disinterested in politics.
