Does anyone know of any Cheap but effective ways of Advertising my website?

I promote a club and i sell educational products, is there a cheap but effective way of advertising these? Preferably, targeted traffic.
Online, Offline? Warm and Cold marketing… anything.
I currently use traffic exchanges and opt in lists. Any other ideas?
